Creating lasting housing solutions means more than just building units. We need to reimagine housing by connecting it with healthcare and supportive services—because together, they’re the foundation for a thriving life. At TPC Homes, we live by the idea that “what’s good for the person is good for the project.”
Our “housing system” approach brings together TPC Homes and The People Concern to create a complete continuum from preventing displacement to stable rehousing. Each building serves as a hub in our broader network of people, programs, and resources. By maximizing how these elements work together, we’ve built a comprehensive support system that helps people not only find housing but keep it for the long haul.
Preservation, Prevention, Placement
We acquire “naturally occurring” affordable and workforce housing before it’s lost to market speculation. This approach not only prevents displacement of current residents but also creates new housing opportunities for individuals who have experienced homelessness—all at a fraction of the cost of new construction.
Person-First Development
We prioritize projects using novel funding and construction approaches to create more high-quality housing, faster. For developers who share our values, we offer an “all-in-one” partner that covers development support, property management, and service provision. From thoughtful design to choosing the right public programs, we put people first throughout the development process.
Integrated Property Management
At our core, we’re operators. Whether its existing housing or new construction, we fill a critical market gap by providing professional property management services tailored to affordable and supportive housing. Our model seamlessly integrates property management with supportive services, maximizing housing retention and fostering community stability.

Our motto, “A Place for Everyone”, acknowledges that the built environment is a critical component of that goal. It breaks down unjust and inequitable barriers to housing. It imagines sustainable communities for our residents, employees, and environment. And it creates an uncompromising demand for our current housing system, which fails so many.

With nearly 1,000 employees and an annual budget over $100 million, The People Concern is one of the largest social services agencies in Los Angeles County. Their core services include outreach and engagement, mental health care, medical care, harm reduction, domestic violence services, income assistance, life skills and wellness, and housing services.
