Willow Tree represents a groundbreaking achievement in Los Angeles County’s fight against homelessness. As LA County’s first Project Homekey initiative to successfully transform a former motel into first interim, then permanent supportive housing, Willow Tree demonstrates the power of adaptive reuse with remarkable cost efficiency—delivering quality homes at nearly half the cost of typical new tax-credit-subsidized construction projects in the region. TPC Homes/The People Concern developed the project in partnership with DHS Housing for Health and Brilliant Corners.

This innovative development introduces an integrated support model where TPC Homes and The People Concern provide a comprehensive housing solution by unifying property development, ownership, management, and supportive services under one organizational umbrella. This holistic approach establishes a new standard for resident support that prioritizes person-centered care.

Beginning in April 2025, Willow Tree welcomes 100 individuals who have experienced homelessness into newly renovated housing units featuring full building modernization, dedicated supportive services spaces, and thoughtfully designed community amenities. More than just one project, Willow Tree represents a vital tool in housing vulnerable Angelenos and a model for future permanent supportive housing developments across Los Angeles and beyond.
